“记者帮”以某房屋租客的身份致电广州市自来水有限公司，客服答复：“如果要更换用水设施，建议使用人和业主沟通，是否确定要更换水表。如经得业主同意，需要业主在小程序上传房产证信息。我们也要再转办，等专员核实。”

当“记者帮”提及，为何其他城市办理相关业务不需要上传房产证时，客服表示：“目前，我们确实需要核实您信息。因为有很多用户可能是新旧业主，还没有更新资料，也是需要核实的。”

广东源浩律师事务所律师黎思思表示：“办理更换水表等业务需要上传房产证，其本质目的是核查业主身份，要求上传房产证是否合理应根据市民具体办理的业务需求而定。”

黎思思表示，一方面，当新业主需要更换水表时，需核实新业主身份及产权信息，来证明其对房屋及水表设施享有权利。此时，上传房产证可确保业务办理的合法性和真实性、准确性；另一方面，若无上述变动，仅为市民办理普通更换水表业务，且线下办理也只需身份证即可完成，线上却强制要求上传房产证，涉嫌违反《中华人民共和国个人信息保护法》的“最小必要”原则。《中华人民共和国个人信息保护法》第六条确立了个人信息处理的“最小必要”原则，即收集个人信息应限于实现处理目的最小范围，不得过度收集。
